Certainly.  Bad taste, but taste nonetheless.  Some of the classier apartments even have sheets or blankets in the windows.  I had to settle for curtains and drapes..........and blinds.  Mustn't forget the blinds!

Yes, and I even resisted tinfoil, which one of the tenants used to cover his window.
