 UN security council classifies rape a "war tactic"

[span style="text-decoration: underline;"][/span]With a document detailing the use of rape as a tactic in war and a threat to global security, the United Nations Security Council this week voted unanimously to approve resolution classifying rape as a weapon of war. What took them so long? I remember the UN talking about this 7 years ago saying it's been classified as a war crime.

   By classifying it a "war tactic" sounds like making it justifiable..............is torture a "war tactic"?
