They're talking about a possible Passenger Bill of Rights which gives rights to passengers "to ensure that stranded passengers have access to food, water and restrooms, and would give passengers the right to deplane any aircraft that has remained on the ground for more than three hours."
Think this is a good idea? I doubt it will help most passengers though.... not like you can argue your way against "Acts of God". (eg. weather delays etc etc) However, I do think passengers should have some access to basic necessity and medication.
