When I watch the guy do my vehicle, he keeps it within a certain range on the driving test, unless I remember wrong it is in speed. This will make a difference what gear it is in, if you are in a higher gear than it needs to be then it will 'lug' the engine, thus putting out unburnt fuel.

I agree, get rid of aircare and bring back the city test inspection. The average person wont bypass the emissions on the newer vehicles if theres no more aircare, and the road will be safer. I had an older vehicle that I got to pass aircare, but had other issues, but no one could get me to get it off the road unless a cop sent me for a VI. Which doesnt happen very often.

As for passing aircare with higher octane, yes it can help. Also put in MEthyl Hydrate on a half tank of gas prior to going through, if you know how retard your timing a bit. As long as you have a cat and EGR valve that works you should go through.   You lost me at "when"
