 This better pass, for the good of the country and North America.

This has the potential to be the equivalent of the National Interstate and Defense Highways Act of 1956.
If it doesn't pass, there's no hope for modernization of our transportation system.

Than why doesn't the whole country pay for it?

Well this is California and not the country, but this is like changing the electoral system to porportional representation. Once somebody does it others will follow.
Texas cancelled a similar programme, Florida had a similiar plan passed by the people, but Jeb Bush has it overturned. Pacific Northwest would follow eventually.
