If you had to pick one or the other, should plastics or dihydrogen  monoxide be subject to some sort of more comprehensive  laws or regulations?

Dihydrogen Monoxide is the dangerous chemical otherwise known as "water". I do not think we should have stricter laws imposed on the use of water. (//forums/richedit/smileys/Happy/14.gif)
