That's a great idea! I certainly like the idea but I prefer the warmth of skin. :)
The Scouts have a similar thing (no actual "sleeves", though) called a "Campfire Blanket". Basically, a blanket with a hole cut out for your head, so it is worn like a poncho. You put your special event badges on it.
