"It would not have gone 200 metres into the atmosphere before Tehran would be razed."  On Tuesday, the Elysée called the reporters to clarify the President's remarks, which blew a hole in the shaky front with Britain, America, Germany, China and Russia over Iran. "It is I who was wrong and I do not want to contest it," Mr Chirac told the journalists.

I love how reporters can pick and chose quotes.  The point of this was that he was saying "yes Tehran go build your weapons, what are you going to do with them? If you even think about hitting Israel, Tehran will be gone within minutes."  This is true.  Even the crazy people who run the country knows this.  They'd be wiped off the map so why should we really worry? These things are all for show anyway because these rogue nations know they instant they try something their goose is cooked.

True, I just think its funny with the stir its caused, he said one thing with the meaning for all to see.. and they quote it in another way.

  I like how they say it will cause a huge hole in teh united front of US, Germany, China, Russia, etc.. but how can it? Its FRANCE! What can and do they influence? LOL

Thats what happens with a politician from France they are always miss quoted, I guess its that lost in translation thingy.  If you want to be a politician long winded answers do not work because then journalists will pick and choose what they like and don't like.  Never state something profound and then say why because usually they'll just pick the shock statement.  
Perfect example:
