I've always called it two-tiered when someone wants to rant at me down here. You have your basic coverage that is being dwindled away by governments and the rest is covered by a second health plan by your employer.
Both countries have the same problem with ERs, which causes the usual "oh my god look at them!" moment down here.
Then, they'll use the waiting list line. It's a 6mth wait to see one of my old spetgwpdts down here, when for me, the same person up in Canada, was only 4 weeks and now I can see the person every week, if I wanted. People aren't being smart, because they refuse to actually attain knowledge on the issues.
Elective surgery means not urgent and elective, if the anti-coverage groups trot out someone down here with a horror story, its always someone who couldn't have an elective surgery, a surgery that wasn't serious.
And now the urgent care has become too expensive so only place you can go now is the ER. welcome to the 8hr wait.
Its common sense, if a young person breaks their knee cap tomorrow, they don't require a total knee replacement.
