If you need electricty in Cambodia you just hook up a wire and take it. This sort of rats-nest power pole wiring was very common. The poles themselves are made of metal (!!) and you're told not to touch them as you walk down the street- they might accidentally be live with 220 volts of electricity running on them. This was actually one of the neater wiring jobs, believe it or not.
